Digital/Smart Cities

Technology has the potential to be more responsive to residents' needs and to improve their lives. A smart city is any urban centre that leverages the power of technology to improve the quality of life experienced by residents, enhance economic development, as well as manage and use natural resources in an efficient manner.

Smart City innovation is not ‘business as usual’. It is looking at how we can use technology to innovate, to find new solutions and to create a better future for our cities and communities. Smart cities are no longer the future. They are here, growing rapidly and with the launch of 5G in 2020 likely to grow exponentially.

The technology opportunities cover a broad range of issues, including housing and transportation, educational services, environmental and community relationships. Technology can also provide an enhanced form of civic engagement enabling residents to participate in the planning, policy, budgeting and management decisions of the Council.

The Liberal Democrats will seek to pilot new innovative approaches to understanding the costs and benefits of innovation, the risks associated with this and the means to mitigate them. We will make the case for wider adoption and innovation.

There are already numerous examples internationally of technology developments (see below) that have improved public services and reduced delivery costs which could be implemented in Hammersmith and Fulham. These have included smart bins and smart street lighting.

Hammersmith is home to some large well know tech start-ups, such as Shazam, Deezer, WorldRemit. Offering a business environment which allows a wide range of businesses to flourish and encourages other new high value firms to locate in Hammersmith would help support the local economy and jobs. If H&F is perceived as an innovation hub it would attract more high-tech businesses to the area.


The Liberal Democrats would

  • Develop a digital vision and strategy for Hammersmith and Fulham that would seek to place Hammersmith and Fulham at the forefront of these technology developments.
  • Introduce digital tools to facilitate improving local democracy in H&F.
  • Use digital technology to transform public services.
  • Promote digital technologies to support the economy in H&F.
